Fox-29 Features New Developments in Drowning Death at Philadelphia Day-Care

Fox-29 recently aired a follow-up story on the investigation into the drowning death of seven-year-old Isear Jeffcoat during an outing from a Philadelphia day-care facility. Earlier this year, Nancy Winkler, Esq., filed a wrongful death lawsuit against the day-care facility operator Tianna Edwards on behalf of the boy’s mother.

“An absolute breakdown in the system” is how Ms. Winkler described the report’s findings to Fox-29 reporter Jeff Cole.

“This 77-page report from the Governor’s Office of General Counsel confirmed the complete breakdown of the system which was supposed to make sure day-care centers such as this one would be safe for the kids who go there,” Winkler says.

The report detailed how the state Department of Public Welfare documented 69 violations at Edwards’ day-care facility since 2008 but failed to shut it down prior to Isear’s death. State inspectors also took 3 months to investigate claims Edwards was using a false identity on her day-care license and then didn’t look at the picture handed over to prove identification. “Meaningful changes are needed to make sure more children won’t be harmed by the system’s negligence,” Ms. Winkler added.
